Guide for cyclists
2.1. The 500 fastest registrants get a start in the cycling rally; participants can choose between a timed race or untimed theme groups:

3.1. The show race is a prize for the best in the cycling rally. You cannot register for it separately; the course is open to the top 12 in the rally overall classification and the top 3 in each age class—roughly 60 athletes, as the exact number depends on how much the overall classification overlaps with the age-class leaders.
3.2. The race takes place on an approx. 1 km loop built in the T1 car park and consists of qualification on an individual time trial basis and final rounds after the last finish. First, a 2-lap qualification in ITT format; by the times, riders are split into A, B and C finals. The 10 fastest go straight to the A final, the next 25 to the B final, and the rest to the C final.
The combined ranking is built as follows: first the A final ranking, then athletes who did not advance from the B final, then those who did not advance from the C final. Age class winners are determined from the combined ranking.

5.1. Classification is kept only on the timed distance and in parallel in overall and age classes; there is no team classification.
5.2. On the timed distance, age classes are determined by year of birth:

6.1. On the timed distance you may only use a standard road bike. On untimed rides you may use any bicycle: mountain bike, hand bike, city bike, kick scooter, tandem or even an e-bike. For safety, time trial extension bars and brakeless fixed-gear bikes are forbidden.
7.1. Registration takes place via the website tourdetallinn.ee, paying by bank link or transfer on the basis of an invoice. On race day it is possible to pay in cash at the secretariat for registration made the same day.

7.4. Re-registration
7.5. Escort vehicle registration is online at reg.spordisarjad.ee with a 10€ registration fee. The fee includes the escort vehicle number; registration ends the day before the race at 23:59. On race day escort vehicle registration costs 20€ and is cash only.
9.1. Race distances use classic race numbers and timing chips attached to the bike's front fork. Untimed participants use emblem numbers indicating the theme group the rider is in. Chips are not used on untimed distances.
9.2. The timing chip is issued to the competitor against a 50€ deposit and must be returned immediately after finishing to the drink station. To avoid losses arising from transfer fees, the deposit must be paid in cash.
9.3. The race number must be fixed on the competitor's back so that it sits on the lower back over the middle pocket. Result in the final protocol is not guaranteed for competitors who remain unidentified due to incorrect number placement.
9.4. Each distance has one start group - competitors on the same distance are not further split into start groups.
9.5. Entry to start corridors is only through the start corridor gate; entry to the rear corridor is also allowed from behind the start group. Lifting the bike over the barrier to get in front of competitors already in the group or ducking under the tape in front of the group is forbidden. The jury may discipline a competitor who disregards the order of entering the group with a time penalty or disqualification.
10.1. The Filter Tour de Tallinn cycling rally consists of three parts: ceremonial parade through the city, race, ride back.
Ceremonial parade: from T1 centre until reaching the race course, riding is at a relaxed pace with moto security escort. Overtaking officials is forbidden; this is not a race but a ceremonial parade to the course.
Race: on the course the event follows cycling rally principles. Race participants ride to compete; mood group participants according to the chosen group's theme.
Ride back: after the winner finishes at Ülgase hill, every 10 minutes a moto security rider will move back towards the competition centre, escorting participants through the city back to the competition centre. If you prefer, you may ride back on your own.
11.1. There is no organised feeding for competitors, but T1 shopping centre catering at the competition centre offers participants food, drinks and a chance to socialise after the event. At the finish at Ülgase hill there is a drink station, which also serves as the race drink station for riders heading out for another lap.
11.2. A marked litter zone is set up on the course where litter from the course may be dropped. The zone is roughly in the middle of the lap, about 200 m long and marked accordingly. Littering outside the litter zone is strictly forbidden - a competitor who litters elsewhere will be disqualified.
11.3. Feeding competitors from the side of the course by their own staff is allowed on the right-hand side of the course. Feeding from escort vehicles is allowed only in the middle section of the distance, following signals from the commissaires. Feeding from escort vehicles is forbidden on the first 30 km and last 20 km of the distance.
11.4. Accordingly marked waste bins for sorting waste are provided at the event centre, both at the competition centre and in the finish area at Ülgase hill.
12.1. The organiser does not guarantee spare parts or technical assistance on the course.
12.2. Technical assistance may only be given by team representatives from registered and marked vehicles in the race convoy. Only escort vehicles equipped with radios compatible with race radio and registered in advance are allowed in the convoy.
12.3. Only team representatives who hold a valid motor vehicle driving licence and a current EJL or other national federation driver, rider, coach, mechanic or representative licence may drive an escort vehicle and give technical assistance from vehicles.
12.4. Technical assistance cars are ordered by a draw at the representatives' meeting. Escort vehicles registered online are drawn first, then those registered on site.
12.5. Transport back towards the start is provided for riders who abandon on the broom wagon following the last competitor. The broom wagon does not immediately take an abandoning rider away when picked up, but follows the last rider to the end of the race. You may leave the broom wagon partway if you wish to call your own transport for a quicker solution.
13.1. First medical aid is provided by medics servicing the race. Two ambulance crews move on the course; additionally there is a medic in a medical tent at the finish centre at Ülgase.
14.1. Time penalties in results or disqualification are applied according to the UCI regulations, the EJL competition rules and this guide.
15.1. For timed participants a final protocol is compiled on a hill-finish basis - every competitor gets a time and placing; there is no group finish principle. Overall and age class classifications are run in parallel. There is no team classification or separate bike class classification.
15.2. A participant list is compiled for untimed participants, but no ranking is produced.
15.3. Preliminary stage results are published as soon as possible after the race on the event's official website spordisarjad.ee. In respect of possible errors in the preliminary results, unsporting behaviour by fellow competitors or similar, participants have the right to submit clarifications and protests within 3 days following the race, sending them by e-mail to info@spordisarjad.ee Preliminary results are preliminary because they may be corrected according to observations by competitors or the jury. From the 4th day after the race the protocols become final – no further changes are made and protests are not satisfied, even if the protocol contains errors that went unnoticed before - final results are final!
16.1. Everyone who finishes the cycling rally is awarded a specially designed medal at T1 shopping centre P4A car park.
16.2. The top 12 in the race overall classification and the top 3 in each age class are awarded entry to the evening show race at the T1 car park. You cannot buy a ticket for the car-park criterium; only the best from the cycling race get in. Everyone else is welcome to enjoy the event as spectators.
16.3. Additionally the three fastest men and the fastest woman in the rally overall classification are awarded a trophy and a prize in kind. Attendance at the award ceremony is mandatory to receive a prize.
17.1. Awards for the day's best are based on the evening criterium results. A strong result in the cycling rally is a prerequisite for starting the criterium but does not affect the criterium results.
17.2. In the overall classification the top 3 men and the fastest woman are awarded a trophy and cash or prize in kind.
17.3. In the age class classification each age class winner is awarded a trophy and a prize in kind.
17.4. Attendance at the award ceremony is mandatory to receive a prize. Prizes are not handed out later.
18.1. The race is held according to the EJL competition rules and this guide.
18.2. A competition licence is not mandatory to take part in the race.
18.3. Young athletes subject to EJL 2025 age-class drafting restrictions must follow the drafting restrictions set out in the competition rules.
18.4. Pushing a fellow competitor is forbidden. Pushing from behind is punished by the jury with a warning, a fine, or disqualification of both the rider pushing and the rider pushed.
18.5. Participation is at your own risk. By taking the start the competitor confirms familiarity with the race guide and acceptance of everything in it, a state of health fit for competing, and awareness of the risks of cycling. In case of accident each competitor bears any damage themselves without making any claims against the organiser.
18.6. Although competitors' movement on the race course is prioritised over other traffic with marshals' help, most of the course is not closed to motor traffic. Riders must also take care of their own safety and follow traffic law. Without police or security escort, competitors must ride exclusively on the right-hand side of the carriageway!
18.7. Wearing a helmet is mandatory without exception.
18.8. Repeated crossing of the finish line is forbidden. On multiple crossings of the finish line the jury may discipline the competitor under UCI regulations.
18.9. Participants must value clean and fair sport. Estonian anti-doping rules apply and the Estonian Anti-Doping Agency may carry out doping control among all participants. More information at www.antidoping.ee/sportlasele/harrastajatele/
18.10. Force Majeure – in case of disruption due to natural disasters, virus epidemics or other causes beyond the organiser's control, the programme may be changed or the event cancelled. If a single stage is cancelled due to force majeure, the start fee is not refunded but is carried forward to the next season.
18.11. On registration the competitor's e-mail is added to the AeroBike database and the newsletter list. It is not possible to opt out of the participant reminder. You may remove yourself from future newsletter recipients if you wish.
18.12. A participant must understand they are taking part in a public event. Their name appears in the start and finish protocol and they may appear in the race photographer's gallery. The competitor cannot remove themselves from these public databases.
18.13. The jury decides all matters not defined in the guide. With a consensus decision of the chief referee, chief organiser and chief secretary, the organisers may supplement or change the series guide during the season.
